Personnel Competence and Empowerment

A common question in accreditation and regulatory audits is: "How do you demonstrate that the person conducting this analysis is competent?" A mere list of trainings is not sufficient as an answer; competence is expected to be methodological and evidence-based.

Scope

  • Method-based authorization matrix: Which personnel are authorized to apply which method and approve which outcome.
  • Proof of competence: Training record, observational evaluation, blinded sample performance record, and reassessment period.
  • System-level implementation: Unauthorized personnel cannot enter the relevant analysis into the system; authorization must be demonstrated through behavior, not just on paper.
  • Training plan and monitoring: Mandatory training, refresher training, training due to legislative changes.
  • Separation of responsibilities: The system mandates that the person conducting the analysis and the person approving it be different individuals.
  • Document validity: Monitoring document expiration dates for certified roles and alerting those whose documents are about to expire.

In Turkey, safety data sheets must be prepared by a Chemical Assessment Expert certified by an accredited organization. It is important for the system to automatically transfer the identity and credentials of the expert who prepared the safety data sheet to the relevant section of the document and to track the validity period of the document, in order to ensure continuous compliance.
