You can create Shipping Zones and create a hierarchical structure by making selections in the Shipping Zones box.
For example; you created Region A and you want to divide this region into two parts ( Regions 1 and 2 ). When creating Region 1, you need to select Region A as Region A and when creating Region 2, you need to select Region A as the Main Region again.
