Civil Servant Staffing Planning

When planning your staffing structure, you can start creating your staffing plan document after clicking the "New" button.

Planning Processes

After specifying a "Name" for your plan and saving the "New Civil Servant Staffing Plan" screen,

  • Staff Change
  • Staff Reduction - Allocation Procedures
  • Job Creation and Cancellation Procedures

You can plan it as described in the sections below.

Generating Planning Data

By clicking the "Create Planning Data" button in the "Planning Operations" section of the "Civil Servant Staff Planning Information" screen, you can have this data converted into a table format that matches your existing staffing information.

Sections and Elements of the Staff Planning Table

By clicking the "Staff Planning" button in the "Planning Operations" section of the "Civil Servant Staff Planning Information" screen, you can view a planning structure similar to your Civil Servant Staffing Table .

This planning chart consists of the following 5 sections.

    1. In the staff section;
      • Team Name
      • Unit
      • Workplace

      You can add or cancel positions for this staff list as described below. See: Staffing Operations .

    2. In the Current Situation section;
      • Degree
      • Quota
      • Free
      • Full
      • Mahfuz
      • Empty

      The "Civil Servant Staffing Table" is listed in sections 1 and 2.

    3. In the Planned Situation section;
    4. To help you plan based on the current situation, the fields in the "Current Situation" section are listed with their current values.

      For your planning, you can change the information in the "Rank", "Quota" and "Free" fields in this section by typing the values over the existing ones or selecting them from the drop-down boxes.

      Tip: The background color will change in all areas where you make changes, as well as in all areas that the system calculates and changes as a result of those changes.

      Note: If an automatic request document is generated as a result of this process, the system will create a "Filled Staffing Change Request Document".

    5. In the Current Personnel section;
    6. The list includes personnel categorized as " Full ," meaning their employment or status change documents have been approved, and personnel categorized as " Reserved ," meaning their employment or status change documents have been created but not yet approved.

      The following information about current personnel is also included in this section.

      • Ordinary
      • Last name
      • PD (Grade and Level for Payment Purposes)
      • KHA (Acquired Rights Salary Grade and Level)
      • EM (Retirement Base Grade and Level)
    7. In the Planned Personnel section;
    8. To help you plan based on your current staff, the fields in the "Current Staff" section are listed with their current values.

      You can make changes to the staffing or rank of this personnel as described below. See: Staff Reduction - Allocation Procedures .

      Filtering and Processing Options - Column Definitions

      To include the following columns in the staffing planner, click the "Filter - Menu" button, then check the corresponding checkboxes, and finally click the "List" button.

      • Job Title Code
      • Service Class
      • Staff Training Status
        • Staff Reduction - Allocation Procedures

          After the initial staff allocation, the process of transferring staff positions between units according to need is also called reduction-reassignment.

          You can perform personnel reduction and allocation operations by clicking on the relevant "Personnel Registry Operations Menu" icon located on the far right of the "i" column and each employee's row.

          Job Rank Change Process

          After clicking on the "Personnel to be Planned" icon and then the "Personnel Reduction - Allocation Transactions" menu that opens, you must click on the "Personnel Grade Change" button.

          In the "Job Title" field, the employee's job title is displayed by the system.

          You can plan a new job grade by selecting from the Grades defined for this job title in the "Job" dropdown box.

          Note: If an automatic request document is generated as a result of this process, the system will create a "Filled Staffing Change Request Document".

          Personnel Change Process

          After clicking on the "Personnel to be Planned" icon and then the "Personnel Reduction - Allocation Operations Menu" that opens, you must click on the "Personnel Change" button.

          In the "Job Title" field, all job titles in your Civil Servant Staffing Chart will be listed. After selecting the appropriate title, you must choose the appropriate " Unit , Grade , Workplace " combination from the "Job" dropdown box defined for that job title.

          Hint: As a result of this process, the system will cross out the "Name" and "Surname" in the "Current Personnel" section under the employee's old job title and transfer this employee's information to the "Planned Personnel" section under the new job title. This change will also be indicated by displaying the "Name" and "Surname" information in the new location with a different background color.

          Note: If an automatic request document is generated as a result of this process, the system will create a "Filled Staffing Change Request Document".

          Personnel Procedures

          You can perform personnel operations by clicking the appropriate "Personnel Registry Operations Menu" icon located on the far left of each position's row in column "i".

          New Staffing Addition (Staffing Creation)

          The creation of new positions is the process of establishing new positions when it is not possible to fulfill the institution's services with the existing staff.

          In column "i" and in the row of each position, click on any "Personnel Registry Operations Menu" icon located on the far left. In the "Personnel Operations" menu that opens, click the "Add New Position" button.

          Pressing this button will open the "New Civil Servant Position" screen. For details on the process, see: Creating a Civil Servant Position .

          Hint: In the "Planned Status" section of the added position, the background for the "Quota," "Free," and "Vacant" fields will be displayed in a different color to indicate the change.

          Note: If an automatic request document is generated as a result of this process, the system will create a New Staff Creation request document.

          Squad Cancellation

          In column "i" and in the row of each position, you must click on the corresponding "Personnel Registry Operations Menu" icon located on the far left, and in the "Personnel Operations" menu that opens, click the "Cancel This Position" button.

          Note 1: You cannot cancel a position that is already marked " Full, " meaning it contains personnel whose employment or status change documents have been approved. However, you can cancel a position that is completely vacant or that contains personnel whose employment or status change documents have been created but not yet approved.

          Hint: As a result of this process, the row corresponding to the cancelled position will be crossed out by the system.

          Note 2: If an automatic request document is generated as a result of this process, the system will create a Staff Cancellation request document.

          Staff Recruitment Procedures

          As described above, the planned staffing levels must go through an approval process.

          As the first step in this approval process, a Civil Servant Position Request Document must be created.

          Automating Staff Recruitment Processes

          In order for the system to generate a Civil Servant Staffing Request Document according to the planning done here, you must click the "Create Staffing Request Document" button in the "Staffing Request Transactions" section of the "Civil Servant Staffing Planning Information" screen and fill in the "Name" and "Request Date" fields in the "New Staffing Request Document" screen that opens.

          When you record your screen, the relevant recordings will automatically appear under the corresponding tabs, as described below.

          Full Squad Change

          Depending on the institutional service needs, proposals for title and grade changes can be made for vacant positions, while for filled positions, only a grade change proposal can be made based on the qualifications of the employee working in that position.

          If a change is made to one of the fields in the "Planned Status" section of a position , such as Grade, Quota, or Free Position , this change will be shown under the "Filled Position Change" tab of the generated "Personnel Request Document," with the record types "Current Status" -> "Old" and "Planned Status" -> "New" in the planning table.

          Full Staffing Change

          Under the "Filled Position Personnel Change" tab of the generated "Staff Request Document," the personnel whose position has been changed will be displayed with their new "Position Title."

          Vacant Position Change

          Depending on corporate service needs, proposals for title and grade changes may be made for vacant positions.

          In the staffing planning table, vacant positions have a second row where changes can be made to the job title.

          You can make this change by selecting a new Job Title from the magnifying glass at the bottom of the vacant position, and then choosing the Organizational Unit and Workplace from the drop-down boxes.

          You can also make changes to the Rank, Quota, and Free Position fields in the "Planned Status" section of the current staff list at the top.

          These changes will be displayed in the "Staffing Request Document" under the "Vacant Position Change" tab, with the "Current Status" -> "Old" and "Planned Status" -> "New" record types in the planning table.

          New Staffing Creation

          If a new position was added during the planning phase, this new position will be displayed under the "New Position Creation" tab of the created "Position Request Document".

          Squad Cancellation

          If a position cancellation occurred during the planning phase, the cancelled position will be displayed under the "Position Cancellation" tab of the "Position Request Document".

          Staffing Request Document Status

          The status of the staffing request document can be one of the following.

          • Request Made: This is the default status assigned by the system when the document is created.
          • Fully Approved: This status will be automatically assigned by the system if the request is fully approved with the Civil Servant Position Approval Certificate .
          • Partially Approved: This status will be automatically assigned by the system if the request is partially approved with the Civil Servant Position Approval Certificate .
          • Rejected: To completely reject the planning, you can manually select this status. In this case, this rejected planning document will not be displayed in the "Reference Staff Request" dropdown box when generating the Civil Servant Staff Approval Document .
